Vehicle owners in Quito whose license plates end in 3 will not face late scheduling fines for inspection and registration, following service disruptions throughout April.
The Metropolitan Transit Agency implemented the measure after intermittent failures in the Integrated Single Transit System affected the ability to book and complete procedures on time.

Drivers in this category now have until November 2026 to complete their vehicle inspection and registration without penalty. After that deadline, a $25 fine will apply if the process has not been completed within the year.
A similar exemption had already been granted in March for vehicles with plates ending in 2.
The disruption is tied to broader system issues that temporarily halted transport-related services nationwide, affecting scheduling, licensing, and registration processes.
Additional interruptions are expected in the coming days. Scheduled maintenance at the city’s data center will suspend payment services, appointment bookings, and online registration procedures.
These services will be unavailable from 08:00 on Thursday, April 30, until 09:00 on Saturday, May 2.
Drivers are advised to plan ahead and expect delays while systems are restored and stabilized.
