Quito city council members are demanding answers after the Metro shutdown that disrupted travel for thousands of residents on April 20.

Councilors Andrés Campaña, Bernardo Abad, and Wilson Merino have requested that Metro manager Juan Carlos Parra appear before the Metropolitan Council to explain what went wrong and how similar failures will be handled in the future.

  • Council requests formal appearance of Metro manager
  • Focus on causes of shutdown and contingency planning
  • Session scheduled for April 21

Officials say the goal is to obtain a clear and transparent account of the incident, as well as details on backup plans to maintain mobility if another disruption occurs.

The request comes amid growing criticism of the city’s handling of the system. Some council members argue that warning signs had already been reported days before the shutdown, without timely action.

Campaña also pointed to concerns about possible abnormal wear on train wheels, which he said had been flagged prior to the incident.

The Metro suspension earlier in the day was linked to failures in communication and video surveillance systems, which are required for safe operations.

The Metropolitan Council is set to meet on Tuesday morning, though it remains unclear whether the Metro manager will attend the session.
